Traders get runes in stock when players sell to them...I had a minor assassin rune, and the trader was offering only like 200 gold, so I gave it to a guildie.

Until people start selling, there will be no runes; that's not (directly) ANet's fault

Yep. I would not count on traders for getting runes just yet. If you find a rune you don't need for an Assasin or Ritualist I would suggest trying to trade it off for something you do need.
