The pelts drop often in the monastery area, but its needed in a later mission.
Most people forget where to get it, or are too impatient to go hunt for it themselves.
Providing them with the item at a price is hardly a scam. Its just supply and demand.
They need it, they are willing to pay, so sell it.
Calling that a scam would be the same as calling those of us who sell materials, weapons, dyes, collector items and such scammers, merely because people can get it themselves.

Maybe I'm just the unluckiest guy or the naga hate me, but they refuse to drop their pelts for me. I must have slaughtered every last naga on that little island at least 5 times over and have yet to see a single pelt drop. I could easily buy the two pelts and be done with the thing but part of me is just too stubborn to give up.

I made a great business selling naga pelts.
in the Monastery someone sold them for 500, which I thought was much. He told me where to get them and I went there because I needed them myself for a quest. By going there once, I got about 8 pelts... I started selling them for 750 on the Marketplace and the people paid it. So I started selling 2 for 2 k (1 k each) and the people paid 1000 for one... that's when I went solo-farming with my pet as a tank/myself a barrage ranger and made about 45k doing so. Somehow, the pelts seem to be Althea's ashes of cantha ^^ (additionally I found runes... lots of runes... and these rare eyes and claws...)
You can call me a "whatever", Naga-farming is quite fun and as long as people pay and don't get the pelts themselves I can't see that there is a scam
