PVP char question

I made a pvp char today, chose Elementalist/Assasin, put all his skill points in, and I dont have anything unlocked. Does this mean I have to start pvping with just my wand?

So you just bought the game. Its a great game btw.

Anyway, If you wish to PvP from the start, you have to use the premade builds.

Many would suggest bringing a character or two through the PvE game to unlock form skills that way.

But you are more than free to use premades and earn faction.

As for weapons - All the weapons are auto-unlocked. But their upgrades are not. You'll get better better quality stuff.
