Stuck in factions - need help.

I finished Arborstone and Boreas Seabed , and did the primary quest that lead me to saijung district. the doors there did not open , and the guard told me to go back to Zos Shivros Channel. so i tped back , but nothing there , and i dont know how to continue. anyone care to shed some light?

you have to go out at exit from temple. there will be emperors guard waiting on you. then you will have to bring guard to gate keeper. and then there is mission in sunjiang.
