Factions - getting out of the city

So I've sailed my Prophecies characters over to Cantha, but I can't figure out how to get out of the city. Most of the gates are closed even though I've got a bunch of quests loaded. What do I have to do to get to either Maaru Keep or just any place where I can move on to Luxon or Kurzick territory?

go back to the dock where u came in from, talk to an npc there he gives u a quest called welcome to cantha, follow it.
