I need to find a +60/-3 hexed both str and tactics shield from a weapon dealer. Has anyone found him yet?

The collector you are looking for is in the UnderCity, atleast that's what i think it's called, you can gain access from Bukdek Byway. Just be aware that there are alot of Kappa very close by to him.

Is there a Weapon person that I can get the shields from? I just want to do 40 iron 3 steel 5k.
