This one confuses me.. I'm prone to think it's worthless because it isn't max damage. Yet, on the other hand, it's req. 7 with 10/10 global modifiers.

Damage 10-19 (req. 7 earth)
Halves skill recharge of spells (Chance: 10%)
Halves casting time of spells (Chance: 10%)
Energy +4
Armor +5
I'm not gonna be terribly upset if it's worthless, as I plan to use it on my upcoming Ele (don't much care about weapon damage there.. it all comes from spells anyway), but I'm curious about the value nonetheless.
