Bloodstained Boots in Canthan skins

It depends what you mean by "unfair advantage."
Tyrians (assuming you mean "unmerged prophecy account") get access to Tyria only skills while Canthans (assuming again you mean an unmerged factions account) get access to Canthan only skills.
They ARE two different games. You don't need to have everything be equally availible to each. If you must have it.. buy both games and merge the accounts. Otherwise, what's the point of buying both chapters if you want everything the other chapters have in every other chapter?

You are compairing a Prophecies only character to a Factions only character, I believe. So this is how I would look at it:
A quick note, I've been too obsessed playing my Assassin to bring my Necro over, so I haven't started looking at skills yet.
Though, I would assume that there are skills or armor capable of "balancing" such a difference. It may not be Bloodstained boots per se, it could be a larger abundance of "cast faster" weapons or skills that do the similar.
Remember, we're still really on the first week of mass gameplay, they need to tweek a lot of unforseen things. Also, things may not have worked as plans, so they need to adjust that as well.
A legitimate question though. I hope that helps.

It seems to me like Anet just "forgot" to add them to the crafting menu, I can't see why they wouldn't be available. I posted this here in the suggestions forum in the hopes that this will be one of the things they address in the patches over these weeks. I didn't really see anyone talking about it, so I just wanted to raise awareness.

Hmm, I really don't know what to tell you then. They may have a plan, there may be skills that balance it out, etc. But like I said, I haven't had a chance to run my Necro through the content.
I would just point out though, that with so many skill cominbations, variations, etc. it will take them a while to figure out exactly what is a "broken" skill, item, armor, etc. Perhaps while they were considering thoughs, BB slipped their mind. It is possible.

I am sick of having those dumb looking Bloodstained Boots. There should be at least a few more skins for Bloodstained boots. I can tell you that I know right away w/o looking at my character if he's got his boots on when running anything that includes corpse exploitation- the boots just make such a notable difference. It puts Canthan only Necros at a clear disadvantage.

If they failed to include a "Bloodstained Boots" on the Canthan/Luxon/Kurzick crafters, I am going to be VERY, VERY upset. I specifically made a new necromancer in Factions to take advantage of the new hair/faces. (My necro is cute, cute, CUTE!) If she won't have access to a most basic piece of functional equipment for a corpse necro, then she's at a severe disadvantage.
