Cant get into the Luxon Town

I just got to Maatu Keep doing 2 mission. I tried running to the Luxons first city, Boreas Seabed. But the door is shut and I dont know how to enter.

Is there a quest I need to do? do i neeed to do the missions?

If by '2 mission' you mean Vizunah Square + Nahpui quarter, you still have 4 missions to do before getting into the major Luxon cities. (Well the 3rd mission will be Boreas Seabed, but it's only mission outpost, and you can't get into the main city before doing the next mission. And of course the primary quests.)

After completing missions that do not take you to a new mission, you have a primary quest that will take you there. Prophecies is like this too. Talk to the NPCs in the city and check which is the primary quest, this will take you to Cavalon, and when you get there with the quest active, talking to the guard will "open" the doors for you.

or you could always walk around to cavalons southern entrance instead :P. Not much you can do there till you get a chance to pick an allegence., which you cannot due until completing sunjiang district mission.

You gotta do the primary quests in order to enter a new mission. This was probably implemented to make it impossible to get run through the game.

There are some towns though in both kurzick and luxon territory where you can run to if you have their capitals on your map. Won't affect your alligience since those primary quests to get to the capital cities dont give kurzick/luxon faction, only XP. In this way you can see a little of both territories while maintaining your alligience
