Where can I find the new Elite skill "Animate Flesh Golem" (Or whatever it is named, I really can't remember right now) for a necromancer?

go north out of senji's corner, and the boss is just below Vizunah local quarter.
bosses name is Ghial the Bone Dancer.

local quarter? does that mean chap 1 necro cant cap it?
