PC on Req 8 +30hp always and -2 stance Wooden Buckler

Hi all, I'm looking to pick up one of these, just wondering how much I should expect to pay for it with all this craziness going on. Any help is appreciated.

Again here's what I'm looking for:

Wooden Buckler/Round Shield (Req. 8 Tactics)
+30hp always
-2 stance

P.S. Is there a Canthan green that has the same stats? I mean, except the req would be 9 Tactics, of course.
