I brought my Tyrian Character to Cantha

And I unable to progress further then the Marketplace. I've done every single quest I can find (have 13 recommendation) except Naga Oil. I can't go thru Undercity because no NPC is given me the main quest. Is it possible for my Tyrian character to progress thru Canta mission starting from Keining Center/Marketplace ? If so what quest/NPC did I miss ?

In order to progress through the game on the PvE side is seems you have to follow the primary quest line....
I guess they didn't like runners after all.

Have you done the first mission? If not then I don't think you can get very far.

Can someone indicate me where mehlo is located. I've check and he is not in the docks area

All it does is wreck the experience for you.
But they compensated that by making the game itself considerably shorter... which makes it easy to go through.

make sure you are at the right ocation...it's not the Dock it's the
..umm Something "pier" it is accessed through kaineng Center....
I have a feeling your looking in the Dock near the marketplace....that's not the right place.
If you even GOT to Cantha you should have this primary quest....just activate your primary quest and follow it.

Just follow your map, it'll tell you where to go, not difficult...
