ive been hearing a rumor that if you dont get the factions expansion before may 8th you dont get two extra character slots?? is that true?

Absolutly not.
Read carefully the announcment. It sais if you have a PERODER KEY but you dont have THE FULL GAME YET, after the 8th or 10th of march you extra slot's will be locked (including characters on those slots) untill you get a FULL GAME serial number added to your account.
