I'm following primary quests and it is taking me to the Kurz side. I have no intention of being Kurz. Does the primary bring me to Luxon, or do I need to run myself there on my own ambition?

I guess you're refering to "Befriending the Kurziks". You can get the quest "Brefriending the Luxons" at the same place. If you're refering to earlier quests (ie if you've never heard of those 2 quests): no prob, you'll choose your side later.
EDIT - Luxons have to do missions in Kurzik side and vice versa, so no panic

lol, nah I just did the Counts Daughters Quest and it took me pretty deep into the Kurz side, and I was hoping to get to the Luxon side asap so I can declare my allegience to them.

That quest should lead you out into Pongmei Valley
from there the quest should end outside Maatu Keep
go inside, come back out and take new primary quest which leads to Tanglewood Copse
Take quest there which leads outside to Arborstone mission
completion of the mission puts you at Altrumm Ruins
From there take primary quest leading to Boreas Seabed mission
complete that and go to Maatu Keep to start the quest City Under Attack. At the end of that take Battle in the sewers which leads to
Sunjiang District mission
Finally after that, you get sent to Maatu Keep, talk to Jamei there and choose
To Cavalon! or To House zu Heltzer! depending on if you want to be aligned with Luxon or Kurzick!
