Ele's 15k = Luxon (Tempest), Kurzick (Archmage), and Canthan (Battlemage).

The only way I can see possible for ppl to get enough factions of both sides, while spending it on materials of one side thus lowering the other's factions is to be a guild leader yourself. This way you can switch back and forth between the 2 sides and farm factions through alliance battles.
