This seems pretty easy to miss so for you people that have beat Shiro (note for others: a second time) have a look at this. If you're not interested in the general storyline then I suggest you dont bother, however there may be a chance to explore a further part of the map as Im sure no other quest would give you reason to come back here. Also, I managed to pick up another quest as far as I could be bothered venturing (hug the right side of the map, get to the top and youll work your way back down, npc is across the canal, hope thats good enough directions). Again i'm not sure if this is accessible or you would have reason to go there as part of another quest series if you havent completed the game.
Hug the right side of the map if u have trouble finding it.

This isn't part of another quest chain. Master Togo's spirit resides in Tahnnakai Temple after you complete the game as one of the 'heroes of Cantha'. He just wants to say hi, he doesn't have a quest for you or anything.

-CxE I didnt mention togo giving a quest, I just said there was another quest-giving npc to the north of this area, still within the same zone but outside the temple. Which is also why I said only bother going back to the temple if you want a little more of the story (ie togos shrine).
