Could anyone tell me which (male) assassin armor it is that has the sleeveless guise, without all the pins, and/or where it's located? I tried a google and forums search, but couldn't find what I was looking for.

From your description this sounds like Shing Jea design. Have you checked Assassin armor on GuildWiki?

Could anyone say if this skin exists for any 70 AL armors, or only on the lower level Shing Jea sets?

One for Shing Jea, one for Canthan, and one for 'Tyria styles', apparently the Tyria style for assassin and ritualist is different (Seitung-set).
