Is it not possible to get Shield of Judgement on factions characters? The only location that I saw that had Shield of Judgement is Mineral Springs and when you travel to the old game it puts you in Lion's Arch. As far as I know there is no way to go backwards in the game.

You can go backwards in the game; you just can't enter some of the missions, apparently.
Shortest route:
Lion's Arch --> Beacon's Perch --(hire a runner)--> Deldrimor War Camp --> Granite Citadel
Otherwise, play through until you ascend and end up in Droknar's Forge. Fight up to Granite Citadel from there and stuff.
