what does 15<50 mean on stuff

so i'm new but i'm reading thru the forum before posting anything too stoopid like a true noob, but i'm not quite getting the 15<20 and such like when talking about weapons,mods etc.. can some do a basic explaination?

and where can i find out what a weapons max damage is?

15>50 means it does 15% more dmg whilst your health is above 50%

20<50 means it does 20% more dmg whilst your health is below 50%

15% vs hexed means u do an extra 15% against any hexed foes <good when your playing with mesmers or necro>

20% while hexed means u do 20% more dmg whilst there is a hex on you

max dmg for weapons

sword 15-22
axe 6-28
bow 15-28
staff 11-22
wands 11-22

15>50 means the weapon has +15% damage while health is above 50 % and 20<50 = +20% damage while health is below 50 %.
As for max on weapons (not sure if the low is is 100% correct so please correct me if im worng) : sword 15-22, axe 6-28, bow 15-28, staff/wand 11-22, hammer 19-35.
