Can Lev 15 Tyria Char Do all Cantha Missions?

I have a Lev 15 E/Mo in the Prophesies campain. I've been to Lion's Arch and have crossed over to the Factions campaign. However, I am getting swarmed by the Lev 20 enemies. Is there a way where I can do all the beginning Factions missions with my Prophesies character?

my character came off the factions starter island at lvl 17, so it would be just a bit extra work trying to find a group that would take you but it could always work, but definately try as many quests in cantha as you can because they all give you at least 1000 xp, if not more
