There's at least two quests that give you 15 more attribute points. I read up on them at GW Wiki, just go to that site and search quests, and go to the Prophecies list of quests. You'll see a full list and look for the icons. I forgot whicih exact quests, but look for the ones that award 15 attribute points.
I think one of them is Hero's Challenge, but to do that you have to do one of the secondary profession quests in the desert. You can do the quest and not have to change the 2nd profession. After that you speak with an NPC for the Hero's Challenge. I know my answer isn't totally clear, but just look at the quests on GW Wiki and search for the ones that list what you want in Rewards.

If you are asking for the two (2) 15 Attribute Point Quests in Tyria, this is how to do it.
First 15 Attribuite Point Quest can be started as soon as you make it to Destiny's Gorge. You'll find a ghost named Anel Flip (ok, im not sure if this is the correct name) and she'll ask you to do Forgotten Ones quest. Once you get that quest, go outside to check the exact location of the Forgotten. I always run from Augury to that location.
Once you get that quest, the forgotten (snake) will ask you to do the 15 Attribute Point Quest.
The second 15 Attribute Point quest can only be started after you ascend (I think you also need to beat Dragon's Lair, but im not 100% sure). Go to Droknar's Forge and talk to the lady near the storage (Vinyi or something), she will ask you to do a simple quest by visiting Heroes Audience, Destiny's Gorge and Seeker's Passage. Visiting the 3 towns will complete the quest, but you need to do at least one quest from those towns to unlock the 15 Attribute Point. Her sister is standing outside Copperhammer. Kill all the monsters in the area and follow her to kill a boss.

If you mean the ones in Factions, simply go to the 2 towns you get deposited in after completing each mission, thats Seitung Harbour and the Gardens place.
Pick up the 15 attr quests from there. You will kno they are the 15atr quests as it says mission reward is 15 atr, and they will take you back into those mission locations, but from a different way than before.
You may have already done those 2 without realising, so remove all your attributes and see if you have 200, if you do, your at max.
