I think since the skins can be held constant, maybe there ought to be a stat modder.
Perhaps it can implemented by a fee at the armor crafter via an extra tab called "Mod" (we have "Craft" and "Sell").

Increasing costs proportionate to the number of times you have changed (with a cap at ___plat) might turn people away from constantly changing the stats.
Perhaps to counter running from tyria to change base AL, the base AL should remain consistent, or within the same "tier". (Ascalon/Lion's Arch/Denravi/Droknar's armor "tiers")

There's nothing much you can really do to a shield physically. It's only one piece, so if you want to mod it, you're changing the construction of the entire shield, which is just as effective as having a new shield, which technically isnt modding.

Armor is always consistent because they are crafted. If you mean crafted shields I would understand...but isn't it pointless since most people carry different sets of weapons?

NO ARMOR MODDER, or we really will be living in a world of clones everyone will pick the prettiest armor and stick it with glad stats..BINGO Attack of the clones. i mean, dont tell me u actually like wearing that bra and skirt (glad armor) i know u would all pick the 15k plate with glad stats if u could, everyone would...and thats my point. IMHO

There's no reason for people to need to change the mods on their armor. If they're going to change it, they'll change it more than enough over the course of their character's life to save gold by just buying another set.
