Does anyone know where I can get that Elite skill? I can't find any boss that uses that skill. Only a Luxon 20 Assassin.

It used to be right, that boss had Way of the Empty Palm as his elite till a short while ago. You can get it now from Lord Senkai during the quest The Halcyon Job.
