Will my old Victo's Axe get upgraded?

I read something about Anet upgrading old weapons to the newer versions.
Old Victo's Axe's have Armor penetration 10% (chance 10%) while the new ones have 20% (chance 20%). Will these greens also get upgraded or will I have to buy a new axe?

i believe i read somewhere that at some point they're going to put in an upgrade NPC that will upgrade 10/10 to 20/20...
