Ok, first off, I'd like to say, I am in no way associated with any retail store.
With that said, I've been on a search to get Guild Wars Factions: CE with LITTLE to no luck. However, today when I checked online, a few retailers were taking orders again for CE.
You can get it at two places:

It's on their front page and in limited quantities, so they say. I just placed my order.
Also, you can get it here:
www.gogamer.com
However, gogamer says they will have it on the 10th.
