I haven't seen it either but i have seen a skill about exactly like it for canthan characters...sorry but cant rmember the name or where i saw it at, it was in one of the early towns though

Vampiric Bite is the Factions version.

You cannot buy Vampiric Touch from Factions trainers because it is a chapter1 only skill.

You have to go to Tyria and get it from one of those trainers.
