I consider this to be a damage spike with condition stacking abilities. It works pretty well for me and is a terror against lone warriors, but i often find it going down to rangers because of their evade skills. I know there is no one perfect build out there, but here is mine.
Dagger Mastery: 15 (12 +3+1)
Critical Strikes : 10 (+1)
Shadow Arts : 10 (+1)
Palm Strike(Elite)
Leaping Mantis
Fox Fangs
Twisting Fangs
Blinding Powder
Shadow Refuge
Viper's Defense
Rez Sig or Caltrops

I usually lead with the Palm Strike because it lets me immediately go to Blinding Powder and then to Twisting Fangs and apply bleeding and deep wound. I follow up with Leaping Mantis and Fox Fangs for damage and to set up for the next Palm Strike/Twisting Fangs combo. Of course I have Vipers Defense up this whole time.
If the target is moving, I simply go for the 123 of Leaping Mantis for the condition and follow up with Fox Fangs and Twisting Fangs. Then hit with Palm Strike right into Blinding powder. Again, this is all with Viper's Defense up.
I use caltrops to get in range of a target whos a runner of course.

Any good warrior can beat down any assassin in a 1v1 fight easily. You go to hit them and they use Riposte spikes or Glads defense. If he or she is W/N they use plague touch and give you your conditions back. If you are going to pvp with an asn make one for taking out any profession but warrior.

not every warrior running around the pvp arenas packs ripostes and glads defense. I mean, when i see glads pop up, i just walk around the guy.
There are good warriors who can takedown assassins, but good assassin will see it coming.
I actually took out 2 warriors with just the skills mantis sting, fox fangs, twist fangs, moebius (once hes past 50%) and then twist again. They usually put up a heal sig by the time i start my second twist, makiing it deal huge damage, and if it hits critical, they are dead.
As you mentioned, warriors arent the problem, but rangers, and people who stick up distortion or guardian. Just change target. I put up scorpion wire on the evading guy, run to another target, and then just tele myself back when i feel like their stance ran out.
