I noticed new max armour with 100. But - 20 armour with strength less than 13.
Does that mean once you have 13 str or above you get the full 100 armour value? If you die does your death penalty have any effect on it? Anything im missing?

It means you get 100 armor if you got 13 Strength. DP dosent effect anything. I am thinking of getting it myself since it makes running pretty much easierer with 15x5 armor more

DP doesn't affect your attributes. I just got a 4*Sentinels + 1*Knights set yesterday, and it was pretty darn nice. Did some quests and missions in Cantha with guildies while wearing it, and I definitely noticed damage reduction from elemental enemies.
I farmed Hydras with it @ str 15 (20/40 Dolyak Signet) and Sand drakes @ str 13, and the damage from their elemental attacks was greatly reduced. Today I'm going after forest Titans and Ice Imps with it. STILL haven't gotten my gold Magmas, dammit!
For Titans I use sup strength and sup swords (or is it tactics? I forget), because I can still own them even with 380 health. For normal PVE / farming, I'm using a Sup Str and minor swords, and can still get my swords to 12 or 13 and meet the 13 str req for the armor.
It may be more attribute point efficient to use a minor strength rune + helmet bonus and Sup swords (or whatever your weapon is) to achieve the same results, but I haven't bought extra runes to verify that.
