How to become a luxon??

Hi
I have been to the main city of luxons and want to be on thair side but Elder Rhea does not give me the 10k quest.
Any 1 knows what I have to do?
My guild has not chosen a side yet and I'm sure I have not accepted anything from kurzik side.
I'm a bit stuck and no 1 knows what I have to do in game or if there is a mission or quest that I have to do.

Any help is welcome,

You have to do the seijung district mission first then get the quest from some guy in that keep town then go there. If you did that then I don't know what to tell you.

I have not finished that mission yet, I'm going to try that.
