There are NPCs in certain cities (Cavalon, Kienieg Center, Shing Jai Monastry, and House respectively on your list), called "Quartermasters".
If you talk to them, you use these credits like Collector Items. You trade them in for common Merchant items (1 buys you salvage kit, dye remover, ale, stuff like that, 3 buys you "bigger" stuff like expert salvage, and 5 buys you the best stuff. 5 for Monastry credits buys you almost max weapons (useless), 5 for the imperial ones buys you sup salvage, and the gold scrolls, etc. )
