Quivering blade capping problem

Well, in bazaar, there suppose to be Sun to Quivering that spawns in close to the area, problem w/ this is that when I try to cap it, all the am fah in the area where sun is suppose to spawn are allies >_< they walk around w/ green text, its fairly annoying, anyone else have this problem? I've explored all of weijung bazaar, is there something I've done wrong? a quest that I've done? bug?

finish the quest with the chalice thingy in undercity i think it is, then all the am fah will be aggro again
