Faction chars and the 15 attribute points quest

This is partly yet another 'how do i' question and partly new. nothing came up with searching the forum.

i have an ascended assassin. i have visited all the desert towns by now yet i cant seem to get a 15 attribute points quest. i did the forgotten ones quest and the mission objective there is supposed to issue the quest for the points when you talk to him again.yet it wont give me the quest. and in droknars i cant get the 2nd one either. (guessing i need to do the first 1 first) but the sob wont let me take it.

i have 2 tyrian chars who have done both quests so is this because im a factions char or did i miss something?

Factions has its own attribute quests. You can get both of them from the island you start the game.

you happen to know where exactly? i think ive completed all the quests there are to do on the monastery island since i couldnt find any other npc with a ! over its head.

Yeah they both pretty easy

First one is from Raitahn Nem in Ran Musu Gardens. Quest name is Lost Treasure.

Second one is from Zunraa in Seitung Harbor and the quest name is An Unwelcome Guest.
