got a question.if i use a primary weapon that 1/2's 20% cahnce and an offhand that does the same would that make that chance 40% instead of 20% ?
and the same question goes for +1 towards a skill point weapons and offhands.(ie +1 death 20% chance offhand and primary)

There is some debate about this. Some people think it creates a 40% chance, some say a 36% change of 1/2 and a 4% chance of being 4x faster. I don't think anyone really knows the correct answer, although I'm sure some will claim they do.
Personally, all I'm worried about is the fact that two 20% chance items, regardless of how they stack, help a good bit.

The events do stack if both go off, however, it does not treat 2 20% chances as 40%. What it does is roll for each.
ie wand +20% chance of faster casting and off-hand +20% chance of faster casting
roll wand - 19 *ding* casting speed is reduced by percent x
roll off-hand - 12 *ding* casting speed is reduced by percent x
if x = 50% then getting both will give you a casting speed that is 75% faster than normal, 50% for the first one, and 50% of 50% for the second.
