2nd 15 attribute quest?

Ive been playing for a while and ive talked to all the quest people that i see but i still havent found the 2nd 15 attribute quest, so i went to tyria and i went to do one there but it wont let me. So does anyone know where the 2nd 15 attribute quest is?

I believe that the two 15 point attribute quests are:
Lost Treasure
You can find this after the first mission, just talk to one of the people in Ran Masu Gardens.
Unwelcome Guest/Visitor, I forget which.
You get this after doing the second mission, you need to talk to the Kirin in Seitung Harbor.
