help with wierd ele staff-is this common

dont really know if this is wierd but it has four mods on it-might be common
or are faction weapons comming like this now-dont really care if its worth alot
dont think it is but i'v never found one like this before-
or i might just be outta the loop-lol-found it in a chest

No it's common. Staves may have up to 2 inherent mods (faster recharge, cast, or shortening a condition) plus a head and a wrap which add 2 more goodies. So they go from plain to a maximum of 4 possible bonuses. They are not new, they dropped in Tyria as well. As for this, i would salvage

caster items can have 1 or 2 inherent mods.

for staves, since you can add a staff head and a wrap, that means 4 mods/bonuses in total on the one item.
