i know that they want us to buy skills now but are there any that they give away with quests?

Yes, in the monastery. I don't think there are any for toons brought over from Tyria.

Only the handful you get in the training-type quests. Once you leave the starter island, it seems that there are none at all.
Incidently, it's "Factions" not Fractions.
