I'm at the harbor now, and i'm thinking of buying armor, but i don't want to waste all of my money on it because i'm not sure how high it can go.
1) What is the armor level at the next town? And how far is that from the marketplace?
2) How high can armor go?

It depends on the character class. Casters max at 60, ranger and assassin is 70, and warrior is 80 base (mostly). All of these then have extra bonuses depending on the exact skin/type of the armor.
Shield
But no matter what class you are, Kaineng Center has armor with max stats for you. All the armor afterwards just adds eye candy. As was said, it's a short jog up the coast from the Marketplace.
