iv herd theres even some on the island and last mission among other places but where ??

Pretty much every boss in factions has 1 or more green items that they can drop. Some good, some newbieish.

I'm pretty sure the drop rate isn't high to begin with, and there are so many new ones, it'd be hard to keep up with them all.

ive seen one drop from arborstone.. after beating the game twice.. ive only seen 1 drop

I've got 3 so far, all from island. Monk focus from Feng the Skull Shape (Crimson Skull), necro wand from the necro boss just outside monastary, and assassin daggers from the assassin boss at the Crimson Skull camp at Ginya Province.

Names of the some greens I've seen suggest variety of bosses that roam around mainland, so it's pretty safe to say almost every boss drops them, with low-ish droprate.
