or a material crafter that that crafts them?

I got one somewhere going from Sanctum Cay to Fisherman's Haven to Temple of the Ages. I was doing quests to pick up skills I missed. I think it was between Fisherman's and Temple somewhere where I got one.
I went to a Rare Material trader and sold it for 700 gold. Do you need them for anything or just to sell?

You need em for a Couple of Armors in Factions (Ritualist, Necro ... dunno if there are more)

I have found them in different places, usually off of devourers. It's pretty rare to get a monstrous claw to drop tho.

The Afflicted seem to drop a good amount of claws and eyes 
At least i got 2 eyes and 1 claw from them

I got some monstrous items from the first cooperative mission in Cantha... I never had much luck with them in Tyria, to me they seem to drop more from the Afflicted

those are droppable anywhere in Tyria, even just outside Ascalon but it'll take u hours just to get one 
the best way is to kill afflicteds .. they drop lots of those
i also noticed that monstrous item are a bit more common in factions, i got 5-6 monstrous items doing the Shing jea island .. u can even drop some on a lvl 0 mantid
but afflicted-farming is the best choice
just by doing the Vizunah mission u ll see 7-8 monstrous items dropped each time ^^

They drop a whole lot more in Cantha then they do in Tyria.

Yep Vizunah Square must be the best place for Monstrous items to drop.

As mentioned, Afflicted are probably the best option. They drop a lot more eyes than claws, in my experience, though.
Naga drop them, too, even the lower level ones on Shing Jea island (not the level 1-3 though, but I got one from a level 6).

Farm the afflicted they drop alot of monstrous items, around Cantha there are some bosses that will drop 2 of the same monstrous item.
