There would be a "Lotto Merchant" in almost every city/outpost. Personally I'd rather see one in Marketplace (To actually make it feel like a market.. Along with the auctioneer merchant but thats another thread) There would be three levels of competition.
Low lotto - Tickets cost 250 (Starting pot = 5 platinum)
Mid lotto - Tickets cost 500 (Starting pot = 10 platinum)
High lotto - Tickets cost 1,000 (Starting pot = 15 platinum)
I'm sure there are better names... But the idea is it works just like real life. The more people who buy Low/Mid/High tickets, the winning pot for those will get higher and higher. The Emperor would come down once a week on say a Saturday at 12:00 PM GMT. He will announce the random winner, if that person does not go to Shing Jea monastery (Where he was for the tengu) within 30 minutes. He looses the pot and the Emperor chooses someone else.
I'm guessing a few hundred would put into high, so thats an expected 250,000-450,000 gold prize, nothing outrageous. You guys may think this will be abused. But for only 1 out of hundreds to be chosen, a lot of people will be disheartened for not winning. I also think the 1 week may be a short time.. So perhaps it should be upped more, maybe to 1 month. Making the pot, undoubtly 1 million gold. Although this could result in instant millionares, which could upset the economy. Thus I think 1 week with small winnings is the best option. A modest reward, that won't upset the economy.
