Elite Skill Famine

I capped this last night and it looks like a very lame skill no less a elite creatures have to be at zero energy for damage to kick in.Has anyone been playing around with this one is it usefull at all?

It's Mind Wrack in spirit form that dosen't end when someone reaches zero. It dosen't look too great in PvE, but a PvP team might be able to build for it. However, since it's elite, it falls prey to the same sort of problem that Greater Conflag suffers from--it's too hard to keep up since you can't oathshot spam it.
