A friend and I have played monks for the majority of our GW time. With this in mind we have tried to come up with an anti-caster build for my Ranger.

Ranger/Mes

Punishing Shot {Elite}
If Punishing Shot hits, you strike for +10-18 damage and your target is interrupted

Penetrating Attack
If Penetrating Attack hits, you strike for +3-15 damage and this attack has 20% armour penetration

Distracting Shot
If Distracting Shot hits, it interrupts target foe's action but deals only 1-13 damage. If the interrupted action was a skill, that skill is disabled for an additional 20 seconds

Debilitating Shot
If Debilitating Shot hits, your target loses 10 Energy

Favorable Winds
Create a level 1-8 Spirit. For creatures within its range, arrows move twice as fast as normal and strike for +6 damage. This Spirit dies after 30-126 seconds

Rez

Backfire
For 10 seconds, whenever target foe casts a spell that foe takes 35-119 damage

Troll Unguent
For 10 seconds, you gain health regeneration +3-9

Expertise – 16 (superior rune)
Marksmanship – 8 (minor rune)
Wilderness – Remainder (minor rune)
Domination – 9

I'd switch out Favorable Winds for Read the Wind, the damage bonus is better, cast's quicker and it's easier to keep up. IMHO Backfire doesn't really sync well with an interrupt build. You might look into a skill like arcane conundrum, or something like distraction.

Why limit yourself? It just looks really close to the usual R/x interrupt build:

Read the Winds
Debilitating Shot/Dual Shot/Whatever Shot
Distracting Shot
Savage Shot
Punishing Shot
Whirling Defense
Troll Ungent
Res

Straight up interrupt anything at any time build. I don't really see Arcane Conundrum as necessary, honestly. Why give them the ability to remove one of your skills when you could just insure that you always have something ready to interrupt?
