Splinter Weapon + Barrage??

Does the combination Splinter Weapon + Barrage works??

is it just the first arrow that Splinter weapon effects or is it all arrows??

I believe this was tested and determined to be a first-arrow-only thing, but I haven't tried it myself.

It works and its awesome for all arrows. At least as far as I can tell from the massive damage spike to large groups of mobs I hit with it. It really is my only attack skill as I mostly run an interrupter build.
