PC Water Staff with Interesting Mods

I found this Water Staff outside Kaineng Center. I just want to know if I can sell this for anything, and if so for how much. Here are the stats:

Energy +10
Cold Damage 11-21 (req. 11 Water Magic)
Decreases disease duration by 20%
Halves casting time of spells(10%)
Health +30

I've never seen the disease mod before, and for the halving casting time, it doesn't indicate which type of spells.
