hello all i have been looking for this armor and i can't find it any where i was wondering where do you find this armor and what is it called plz any help would be apprecated?

and also i'm wondering how do i change sides or get to that place that has that armor

How would a person get to Vasburg? Can you get there through Kaineng Center?
