OK Oh so many are complaining about the need for massive Faction Farming to attain an opportunity to go to the Luxon or Kurzick Elite mission. Here is a relatively simple solution to the problem, and still maintains the Staging area as an Elite area.
At the end of the game you get an amulet of the mists which can be used for trade to attain a green item in the Exclusive Divine Path area. Also in that Area is just about ever major NPC in the game there cheering you on to the credits... As well as several Crafters for making + Energy weapons and Canthan Palace Armors...
OK proposal. Add the following two NPCs to the Divine Path.
Eurayle (Luxon) -> "The Deep" Elite Mission
and
Vash (Kurzick) -> "Urgo's Warren" Elite Mission
These are the NPCs that give the top rated alliances access to the elite mission staging areas.
These two NPCs would trade the "Amulet of Mists" for access to ONE of the elite staging areas. To get access to the other in this way you would have to get another amulet, which at this time is only able to be dropped once per character upon defeat of Shiro.
This gives a player a choice. Either they can use this amulet for an elite green weapon, OR they can use it to access one Elite mission staging area...
I think this will give everyone an opportunity to play an elite mission if they want too, and yet still maintain the exclusive status of each mission. Because Giving up your one and only "amulet of the mists" (per character) for this access is a rather steep cost. But its something that many will likely want to get access too over time. This gives those masses that option. And allows those that farm the faction the ability to go there Without!!! the loss of their amulet... Personally I think that is a rather fair deal. What do you guys think?
An Alternative possibility is using the ToA spirts in Zin Ku Corrador. right now as many know we still have 3 spirits that don't offer you a place to go for an offering. These elite missions are always a possibility for those. But I prefer the More restrictive choice of using an Amulet to this option because THAT is a real cost... unlike the 1k admission offering that takes you to the Underworld and Fissure of Woe. Which is only a minor inconvenience at best... Favor would also still apply if this option would be used...
< I will add this proposal as a link to the petition. >
Ingram of Haz.
PS: I want to stress that I personally am happy with the way it is atm. But this proposal is more for the large masses that have been complaining about not being able to get to those missions themselves. I personally feel that over time the shear upkeep of maintaining alliance control of the capitals will slack off and a more people will eventually get access to the elite mission area. Farming of any kind can not last forever. Its obvious to me that eventually someone will be open to bringin more guests to the staging area and sharing the oppertunities.
Proposal: Elite Mission Limited access.

Dunno if using the Amulet would make it that restrictive as everyone will get the Amulet if they just play the game through, and doesn't really require skill ask one could just afk through the missions as well.
But it would allow non-farmers and non-zergers access to these none the less, so I like the idea.
Offtopic, every time I see your avatar Ingram, makes me wanna get a lawnmower with rusty sporks as the blades and drive over it [the stupid frog] multiple times.

hehe. yea I'm due for a change. lol And I agree the final Shiro battle is a litle too easy IMO. but getting there through the palace is no easy task... So I still count this as a challenge to complete the game.
Wacky
Still too restrictive IMO.
EDIT: (That was written on the understanding that it was 1 access per amulet. If it's 1 unlimited access pass for one character for one elite mission... that's okay, but I wish there was a better way)

Yes i'm going to take my character all the way to the end of the game to get an amulet which I will waste on a single trip to the elite mission that has a high-risk of me getting jack for my efforts. Sorry about the sarcasm just emphasizing my point. This idea lacks a needed cohesion to make it acceptable by those who play GW that want elite missions. I mean amulets cost a lot to buy. Imagine how much the greedy idiots would charge in factions for a chance to play one mission.

Yeah i think that your on to sumthing good mate, trade the amulet and u will get access to ONE of the Elite Missions.
I think its a crap idea tbh A-net came up with that you must hold towns for accessing the ''High Challange'' areas in Cantha. Cause its so limited for a certain group of ppl...
Look at it like this, in Tyria, you always had sumthing to do after completed the game. You could do FoW, UW, SF or even running ppl. There was always sumthing to do, always an option.
In Cantha, when completed the game, there is nothing else for you to do (If ur not in that 0,1% of ppl who can access the Elite Missions). And that is a serious issue IMO.
Therefore, sumthing must be done about the whole Elite Missions thingy cause i kno im not the only one who feels this way...
Cheers

Yes turning in the Amulet would give you the staging area bip on your map... as mentioned. sorry if I was not clear on that... There is a staging area for each Elite battle area. Alliance with control get those areas on their map once they go there the first time.

Id rather see a system like in Prophecies where its a cost to enter. The Head faction Alliance gets in for free. OR the top Alliance Guild Leader gets the fees for others entering the area. This creates and economic advantage rather than a GRIND advantage.
Arcanis the Omnipotent
Its still a Gold Sink if you do it that way, and depending on how expensive it is, still only the rich guilds could enter.
I like the amulet idea, but I think its too easy to get in then. There still has to be some sort of challenge to entering. Perhaps something like an Elite Challenge Mission. You have to get a high enough score to be given access to the missions.
However, this lessens the rewards of controlling a town. Alliance Control should have a more PVP based reward, not PVE. If the best way to get control of a town is to do PVP in large quantities, then the rewards shouldnt be PVE based.
I also still think you should only be allowed to enter with members of your guild/alliance. PUGs in the Alliance Missions just seems wrong to me.
