Assassin's Promise - Anyone have a location?

Well... I'm trying to capture this skill, in order to complete my 5 class skill set on my ranger -_-

However, everywhere I search, on the web, in game etc, I just can't seem to find this skill.

If anyone has seen it, please tell me >_>

I thought he had Way of the Empty Palm... they changed his elite to get in into the game?

Now I have even less faith in the Dev team..

No you can cap way of the empty palm in boreas seabed so all is still fine.
