One should be max but the other doesn't have to be as long as it's relatively low req. (lower than 8). Mods do not need to be perfect; in fact I'd prefer them to not be (a clean bow would be fine, in fact, as I have my own upgrades).
I am *not* willing to pay a ridiculous price just because it's a new skin, though
