They did it just to give you a reason to whine.
98% of the time skill adjustments are made to balance them in PvP, not for PvE. Drop fatigue has always been a part of the game since day one.

How so? one can play the game to completion, normally, without having to grind anything. Especially with the increased loot and gold drops in Factions. One doesn't need to grind any faction at all, the 10K needed to continue the story is easily made with a just few quests.
Just because your skill might not get any better over time doesn't mean that's true for eveyone else.
