Newbie Rune query

I am new to GWs and have a level 13 Ri. I recently came across the Rune seller in S. Harbor. The Runes will add either +2 or +3 to one's skill but subtract 50-75 hps.
How do experienced players feel about this? Is the bump in skill thought to be worth the lowering of health?

Most of the time I run one superior rune (+3) and the rest minors. You want to augment the loss of hp from the superior by using a major or superior vigor rune (which adds hp).
Some builds, like 55 monk and necros that sac life, run more than one superior, but those are specialty cases.
